Taking the train and looking for a base to then explore the area. Trying to decide between Penzance or St. Ives. Will have 5 days total. Thank you.

St Ives over Penzance any day. Plenty to do in St Ives, plus beautiful views, Penzance is a so-so town.
They do Dolphin watching boat tours from St Ives.
I assume you are arriving by train (it is a LONG drive from the rest of England). Parking in St Ives is very limited. On busy weekends you have to use a park-and-ride.
But, I would recommend you get a hire car while you are there as it is a lot easier to visit the sites by car. Follow the north coast eastwards from St Ives and stop at your whim.
Do not miss St Michaels Mount.
