We are traveling to London and staying in the Westminister Borough area.
Which Card or Pass is the best to purchase? Also, can I take the tube from Heathrow to that area?

It will be impossible for anyone on this forum to adequately answer your questions about passes with the information you have given.
The Oyster card is a prepaid card that allows for travel and has a daily limit associated with it. Many people find this their first choice.

The only way to know if the London Pass makes any sense for you is to develop your itinerary and determine which sites you plan on seeing. Then add up all the admissions for those sights and compare with the cost of the London Pass.
