We will be traveling by train from Winchester to Heathrow terminal 3 on June 4. Is there any concern for strikes that we should be aware of and make alternate plans?
Also we will travel on May 29 from Heathrow to Bath and have the same question.

No Strikes. we are now well past the date on which strikes could be announced for May 29 and June 4- everything is in the clear. And as those are both weekdays there is no engineering work to worry about either.

Does the train from Winchester to Heathrow 3 seem reasonable. The person we are renting the apartment from thought a taxi was the easiest way to go, but we enjoy trains.
If it was me, especially with luggage I would take the train from Winchester to Woking, then the Rail Air Bus which drops you at Terminal 3 itself, not the Central Bus Station. You book a through ticket by choosing the Destination of 'Heathrow Bus' in any booking engine

I could not interpret the airbus schedule. Does it mean that buses leave every hour a certain time every hour?

The airbus is every half hour- at more or less quarter past and quarter to each hour, and takes just under one hour to Terminal 3- calling first at Terminal 5, then Compass House (BA Staff Offices), Terminal 2 and finally Terminal 3.
The ones at quarter to started at Guildford, those at quarter past start at Woking

What is the best website to book a combination ticket of train and airbus from Winchester to Heathrow?
I looked on LNER for the just trains route snd it is more expensive now, which I would expect, but I am wondering if it is less expensive to do the combination ticket so I would like to check and maybe book.

As we don't know whether US cards work on South West Trains, I would book on LNER.
The via Woking route is £34.30 fixed fare before railcard discount.
I can't generate a through all rail fare via Reading for some reason, but booking as Winchester to Reading, Reading to Heathrow it is about the same. And the via Reading air bus is the same price as via Woking.
Via Waterloo and the Elizabeth Line is about £1 cheaper at £33.30.
Via Waterloo (advance fixed train fare), then contactless on the tube is about £26.
You could go into Bath railway station today, get their advice, and be issued physical tickets at the booking office. Any station can issue tickets from anywhere to anywhere.
I would prefer Woking on South West Trains rather than Reading on Cross Country anyday, if taking an Air Bus- better, longer trains.
When I look on LNER for Winchester to Heathrow it is not offering me any through Woking. Just other routes that are about 49 pounds per person. Is there some way I can look up the Woking route and the airbus?
You need to choose as your destination 'Heathrow Terminal 5 Bus'- that is how you bring up the Woking bus route at £22.60 railcard fare. (or just type in HWX, which is the station code).
