Online I see that in London the Banqueting House now is only open for guided tours on very few specific dates. Is this a change? I visited it in 2017 and it was wide open.

It was open for our visit in fall 2019, but as noted above, has been completely closed for some time. If it’s now open on any level, that’s a change… good news!

Banqueting House will be open to the public for the London Open House weekend:
Sunday 10 and 17 September
Open House: 10:00 – 16:00

I refuse to use "ride sharing" services too. They are putting legitimate taxi drivers (who are required to follow municipal rules) out of business.
