We’ve been happy with our stays at the hotel Luna and Simone. It is about halfway between Victoria Station and the Pimlico tube stop. Not fancy, but very nice owners, comfortable room, and decent if not expansive breakfast. Restaurants, services all in immediate vicinity. A bus that goes to Trafalger Square stops directly in front of the hotel. They offered a discount to Rick Steves customers. Good luck and safe travels.
I like the Lime Tree that Kim mentions. On their FB page they say they will be reopening early April. As expected with a re-furb the rates have risen. If you are flying into Heathrow the National Express Coach to Victoria Coach station arrives just 1/2 a block away from the hotel so it makes an easy journey in to town after an international flight.
We stayed at the Windermere on Warwick Way for 4 nights, and enjoyed it very much. Older building, some weird stairs. My daughters loved it! Nice breakfast.
The Sanctuary House is probably the best London hotel we’ve ever had. London is full of some rather dreary hotels so be prepared to lower your standards a bit..unless you’ve got a vault of gold stashed away in Switzerland!
I usually stay at the Luna and Simone. However, they do not have a lift if that is important to anyone in your party. I always pay the extra (as a solo) for a twin room on the ground floor.) It is a Rick Steves' type of hotel: clean, simple furnishings, not fancy, but the bathrooms have been upgraded recently. I stayed there in October and they had just painted my room and put in new bedspreads. I love the neighborhood: lots of restaurants and a couple groceries and it is midway between Victoria and Pimlico tube. stations

The JW Marriott Grosvenor House in Mayfair is my favourite hotel I've stayed in close to Victoria Station. It's not cheap, best booked via points if you can.
A second vote for the Sanctuary House in London. I really enjoyed staying there, and breakfast was wonderful!
I have stayed at the Nadler Victoria which was very nice but offered no food options but it is well located and the rooms are very nice. Prices have gone up since I stayed there. The Luna and Simon: I found the rooms quite small and I was given a top floor room. Lots of hiking up and down. Breakfast was was nice as was the conversation. I have also stayed in the B&B Belgravia a couple of times. The first time I had a nice room. The 2nd time, not so nice. The breakfast was very nice.
Due to current circumstances we have had to cancel our European travel, and every hotel EXCEPT for the Nadler Victoria (now Resident Victoria) has been understanding and accommodating. We are losing thousands of dollars because they will not allow cancellation. I would recommend you stay elsewhere!
Let us guess- you booked a DISCOUNTED non-refundable room and you want to cancel and get a refund. Nothing wrong with the hotel, they are following the rules.
When you book a room you need to know their rules regarding canceling. It’s not the hotel, you can only blame yourself for not understanding their policy.
I like Luna Simone. It’s right on the 24 bus line
