If I have a long layover at Heathrow, can I take the train to the city; walk around then ride back?

How long is the layover?
Its not customs its immigration that you go through upon arrival.
What do you intend to do with your luggage?

How long is your layover? It's an hour each way on the train or underground. You would need time to clear Immigration before leaving the airport, and be back at Heathrow 3 hours before your next flight. And then there's the question on where to store your carry on items. So, again- how long do you have.?

I was Planning to pay for a locker for my luggage and I’ll have from 6am to 11 am to check things out
I fly in the night before. Will be staying at a hotel in terminal five then don’t fly out until the next day at 2pm

I think that's fine.
Maybe I would hop over to Windsor on the service bus instead for a walkl/look round/breakfast or maybe somewhere on the River Thames path like Egham- on the service bus.
Other Thames path options exist from Heathrow.
