Just returned from England and wanted to share that as of now, the London Eye is only open til 5:30 p.m., not 8:30 p.m. as listed in the RS London guidebook from 2017. Maybe this will be extended in the summer time but for now lines were very long and we weren't able to go. However, we did do the round-trip 40 minute boat tour which starts next to the Eye and that was fun, no lines, and we were already there. It cost L13.15 FYI.

A quick google shows that weekday times at the moment are 11am to 6pm, and 10am to 8.30pm at weekends. However in June the hours extend to 10am to 8.30pm every day before switching back in September.
Times vary by season so it’s always better to check online for latest updates than trust a guidebook for this kind of information. With the best will in the world, a guidebook is static.
Same goes for entry times at any attraction: check online straight from horse’s mouth.

I went on the London Eye at night a few years back, just to say that I did it, and I would bet your boat ride was the better idea anyway. It was weird, being taken farther away from the sights I wanted to see. It was OK, people had fun, but they need (if they don't yet already now have) some kind of guides that show where/what the sights are.
