I will be in London on Easter Sunday and was curious if I should expect the city to be quiet or is it business as usual for a Sunday?

It will be relatively quiet but certainly not as quiet as Christmas Day. Easter Sunday is a public holiday and large stores will not be open however people will not be holed up indoors like they are on Christmas Day. Also, depending on when Easter falls the weather could be nice which would result in more people being out.

The retail aspect has been covered by the previous posters. It is school holidays, so there will be many people making the most of the long weekend and visiting London. Book accommodation as soon as possible.
Wondering if the public transport will be running as a normal Sunday? We will have any trouble getting from Victoria to Heathrow on Easter morning?
Normal Sunday service to be expected, although like any Sunday there might be engineering works.

That Heathrow Express train runs from Paddington to Heathrow, not too far from Victoria station, and is supposed to be very fast.

It's a great time to attend a church service. We went to St. Paul's on Easter Sunday many years ago and the choir was heavenly!
Most tourist sites will be open, but check any ones you particularly want to visit on their websites just in case.
