I found a website that says you need to get a license check online(to make sure you are a good driver) to rent a car in the UK. Is this necessary/true? Thanks!

It appears to apply to U.K.-licensed drivers, not foreigners.
Nothing about it here, for example:

Although they "reserve the right" to check if they wish. Not sure how they would gain access to US drivers' info.
