My luggage is a little larger than recommended and I didn't want to purchase new. Is there a strict size of 21 inches or it that just recommended/preferred for the bus?

Are you asking about an RS tour?
If so, you can bring whatever you want as long as you can manage it. Remember, you are responsible for your luggage. No bell service.

There’s always a few people on a tour with bigger bags. No one cares. And the bus is a full size tour bus, not a small one. Just know you have to handle your own bag upstairs possibly.

The tour bus is a full-sized coach so plenty of room in the luggage bay. The suggestion for bringing carry on sized luggage is that you may have to walk a bit with your bag from where the bus can drop you to the hotel and you may need to carry your luggage up several flights of stairs to your room.
The bus driver often will set up an area for "deep storage" if you buy some things that don't need to come in to each hotel.
Which tour are you on or considering?

You also need to deal with airline restrictions on baggage size and weight, esp. if you're going to be using any of the budget carriers when you're in Europe. Also keep trains in mind.
