Since the weather can be a bit variable, think in terms of layers. My husband and I always take a waterproof rain shell and then depending upon the expected temperatures, a sweater and/or a down or primaloft layer to wear underneath. That way we can "mix and match" depending upon the weather and our activities.
Agree with Nancy, particularly on the waterproof jacket. It also depends on how cold tolerant you are. I could manage with the waterproof jacket and a cotton blend cardigan over a SS tee but that might not work for you if you are from a warmer climate than me.
We were in London the early part of October two years ago, we only needed a light jacket in the evenings. I would take a light jacket, and a sweater in case you need it.
Important accessory: A water-resistant hat. Umbrella too, but the hat is the first priority. At the other end, footwear that will resist moisture too. I'm not talking protection from monsoons; rain in England tends to gentle (but persistent) showers.

So far this week the five day forecast from the Met Office for Portsmouth has changed six times. There are so many factors that influence the British weather that it's near on impossible to accurately predict it with any degree of certainty.
If you have been is Seattle in October, do that.
In October, it's always chilly along the Thames as evening approaches and there's almost always some wind too. Sunset is around 1830 and a medium jacket will always be needed after dark. Prepare for rain like you do at home.
