Is this heating pad safe for use in London?

My sister has this heating pad that we purchased for use in Switzerland and Italy.

It has the Europlug. The product description states it is 220-240 volts and 50-60 hertz.

My initial thinking was she could not use it in the UK, but the responses to this similar question about a hair straightener have me wondering if she could use it.
