Since there is posting of lift time for Tower Bridge, I was thinking of planning Tower of London visit for a time when there would be a Tower Bridge lift time. It is my understanding that you can see Tower Bridge from Tower of London. Would it be feasible to watch drawbridge open while visiting the Tower of London?
Best to watch it outside the walls by the waterfront or across the Thames by the city hall. Your views would be obscured within the walls.
I too would be outside the walls along the wall by the river. Not very far, but a much better view.

For an absolutely stunning view of Tower Bridge, view it from the opposite side of the river in Shad Thames (an interesting area of itself). Cross Tower Bridge on the left hand side and once across turn left and left again back towards the river. As the road (a small side street really) swings right into Shad Thames proper, straight in front are some steps, ostensibly accessing the building in front. Go up these and straight out onto the river bank for a close up, unobscured view of Tower Bridge. (I'd suggest to reconnoitre this first if using it to view the bridge opening so a) you can find it and b) judge whether it gives the view you would like - it is close to the bridge and low down near the water. Retracing steps wander through Shad Thames, an oft ignored but really interesting part of London with bridges across the buildings - these buildings used to be dockland warehouses and the bridges were used to transfer goods from the quayside warehouses to ones further inland. Rewards investigation! But don't tell everybody, it's just our secret, right?!!

We spent three weeks in a Shad Thames apartment and loved the views of Tower Bridge from the South bank Thames Path. My favorite spot is west of the bridge, near the London City Hall.
The north bank by the Tower of London, outside the walls (right on the river) also offers a nice view.
You can compare them using Google street view.
