Would you say you could rely on them as a means of transportation or are they still difficult to come by?

As per my post in your question regarding Uber in Paris. Uber is no longer reliable. Surge pricing, cancellation due to a more lucrative fare and a history of unauthorised drivers means that I avoid Uber now.

In London - for me personally, I dont know why you would use Uber. Transport in London is super, and if I need a taxi, I'm happy to take a black cab. What the others have said regarding pricing et al holds true.
The very same could be said of Paris.
