My husband and I have always enjoyed afternoon tea at Harrod's Dept. Store. It is held in the restaurant upstairs. It is quite a pretty setting. Next door to where the tea room is, there is also a lunch buffet served. It is a separate price, but very good. It is only held until 3:30 PM, I believe. I have been told that the "Tea At Harrod's" is not "High Tea". Whatever it is called, we have enjoyed it many times. I have also read that the "Orangery" is very good. I believe it is in Kensington Gardens.
I expect what you want is afternoon tea not "high tea":

I'm sure you want Afternoon Tea, which serves scones, finger sandwiches and sweet pastries, with a choice of tea. High Tea is the evening meal. The Orangery (beautiful inside) at Kensington Palace is great for afternoon tea and not expensive (around £18 pp). It really depends how much you want to spend for afternoon tea, here is just a few of hotels that you could go to ......Brown, Dorchester, Ritz, and Clariidge's. I would suggest pulling up some hotels and read about their Afternoon Tea and the price most of the hotels are usually around £45-55 per person. Harrods serves Afternoon Tea.
