We arrive Heathrow 9AM and want quickest way to Premier Inn Waterloo which is near Waterloo tube station across bridge from Westminster tube.
Later in the week departing 1PM from Lutin, so need directions from hotel to Lutin.

You won't be leaving Heathrow until mid to late morning so fastest will be taxi.
Make sure that your room will be ready - unlikely at Premier Inn so early, perhaps they can hold your luggage.
There is a small Easyjet bus which wends its way to Luton Airport. I'd get to a Thameslink station and take one of the frequent Thameslink trains to Luton Airport Parkway where the connecting bus is free if your ticket is to "Luton Airport".

For Waterloo taking a bus from Heathrow Central to Feltham and the train there to Waterloo is less hassle and hardly any more time - it was one of the popular public transport routes before there was any such thing as the Piccadilly Line extension to Heathrow. Not so good if landing at one of the other terminals though (4/5).
