I am landing @ Heathrow from NYC on a Sat morn 7:30 am on AirFrance/KLM by way of Delta
I would like to catch a flight on KLM about 9am that same morning
I plan to carry on my luggage - is this a possibility or should I plan to take a later flight?

From the way you word things you have already bought your ticket to LHR, so this would be a separate journey. Delta flights from JFK now arrive at Terminal 3. KLM departs from Terminal 4. The minimum connection time on a single ticket for this transfer is 90 minutes, which would make this transfer just legal, however on a separate ticket you are on your own if things go wrong so it seems too tight.
Don't go landside in any event; use the airside signposted route.

I agree that if this is on separate tickets, you have to be very lucky (and a fast runner) for this to work. Remember that if you are on separate tickets and miss the connection for any reason, YOU have to fix it both logistically and financially (no help from the airlines, and you pay any costs incurred).
