The official London black cabs are available at the taxi ranks outside each terminal. They are metered. I've never heard anyone call a London black cab unreliable. There are also several other forms of transportation available, depending on your destination (Underground, train, coach, minicab or car service, rental car). You can find those options on the airport website

If you are talking about licensed London black cabs, yes. Be sure to get a cab at a marked taxi rank, and do not fall for the guys who will approach you as you walk out the terminal doors, offering you “a licensed cab” ride. To get a licensed black cab, you must actually queue in the rank. This is clearly marked, and there will be an airport worker or two in high vis vests helping to manage the line.

There are also marked pick-up locations for Ubers and other hire cars. Again, these are clearly signed, and if you use them, you’ll be following proper procedure and should not get ripped off by what we used to call in NYC “gypsy” cabs.

Note that black taxis can be any colour, and currently don't even have to be the standard design because modified Mercedes Vitos meet the design regulations.

Is that a thing at Heathrow? I wouldn't have thought they'd get away with that these days. Dodgy minicabs have been eradicated in central London as far as I know. I remember coming out of clubs in the 90's and 2000's and there being loads of them.

Yes it is - I am approached fairly regularly if I dawdle when exiting...

I wonder if it's TfL Private Hire Vehicle licence holders doing it or just random chancers. I'd have thought it would be too much to risk your PHV licence if you've gone to the bother of getting one.

I remember coming out of Turnmills one Sunday lunchtime years ago and being approached by a guy offering a minicab. We followed him round the corner and he was driving a three-door Nissan Micra. He opened the boot to let my friend put his record box in and it was full of Asda carrier bags. He'd obviously been to do his week's shopping before doing a bit of illegal minicabbing. Most amusing.
