We're arriving at Heathrow at 12:30PM on April 5th. Any guesses on how long we might expect to spend getting through customs with two carry-ons? Best case, worst case?

there are various ways to get into central London from the airport.
There have been many discussions on the Forum about them, if you scroll back you will find answers to other folks with a similar question.
But before you decide on that you need to settle on your hotel. Once you know where it is then finding how to reach it will be easier.
How low is low? "Our orice range is near the low end." How do you think that looks (in Pounds or US Dollars)? London is an expensive city.
What do you need in a hotel room? Do you need a private bedroom - would a hostel work for you? Do you need an en-suite bathroom or would one down the hall be OK? What is important to you and what not?
Who is "we"? A whole family? Two young adults? Two or three seniors?
Many on this forum recommend the Premier Inn ... they also have a budget hotel called Hub by Premier Inn ... small rooms but from what I have read, are still comfortable (I have never stayed there but will in early April) ... they have 2 locations very close to Westminster Abbey/Buckingham Palace.

I was last in Heathrow in Sept and Oct 2022. I had a checked bag when I arrived, but had gone through immigration when I landed in Dublin for a connecting flight to Heathrow. I went right to the baggage area and got my bag within 10 minutes of my long walk from the plane. I then went on my long walk to the Central Bus Station between T2 & 3. I had a reservation on an AirBus coach to Oxford, but I was able to take one an hour earlier than my reservation because I was at the bus arrival area so early. It was really efficient, but I got a lot of steps in getting from plane to coach area.
In December we walked off the plane (a VERY long walk by the way with few bathroom opps), got our bags quickly, went up to the immigration robot machines, showed our passports, and walked out to a taxi. So it can be quite speedy. But there's never any way to know.
Part of how long you spend getting through immigration will depend on whether you pull right up to the terminal or if the plane parks away from it and you need to take the bus. The flight we take from Baltimore always parks at a hard stand at T5 and we have to take the bus. Last September we spent 25 minutes waiting for the busses, then there’s the 10 minute ride to the terminal before beginning the long walk. The E-gates have simplified getting through immigration.
We just returned from London on February 28th. We went over on the 21st. Passport Control was very fast. It was almost like everyone had the British equivalent of Global Entry in the US. It's automated. You put your passport on the screen reader and smile for the camera. It lets you through and you're done. They use facial recognition. Fast. They have dozens of readers. I don't think it was even 20 minutes to go from plane to walking to the train to go into London. We had no checked luggage, however. Only a carryon and a backpack each.

None of that June, 2022. Once we got our checked bags, it was about a 10 minute long line, than a quick trip through the automatic scanners. Edinburgh Airport, on the other hand, was a total mess.....
