Yes,
Currently 275 people have been charged with offences relating to the riots, of 44 cases heard currently 39 have been given custodial sentences, with more cases being heard daily.

Yes. There have been heavy sentences handed out very quickly. As a tourist you are unlikely to have cone across anything anyway. The riots took place predominantly in the UK’s most deprived areas which have nothing to offer tourists.
