I looked at British website for obtaining ETA. Seems like you need cell phone to apply. If I don't have a cell phone , can I use friend's cell phone to input information required to obtain ETA? Is the ETA approval linked to my passport and not the cell phone I would use? I will not have the cell phone with me. Thanks.

You don't need a cellphone. You can access the website on any device. The ETA is linked to your passport.
