We only see tours for England, then a different tour for Scotland. Are there any tours that combine England, Scotland, and possibly Ireland? If not all three, then just England and Scotland.

No, Rick Steves Tour don't offer an England/Scotland combo tour this year. We've had them in the past, but split out Scotland in order to have more time there and because customers on average favor shorter tours.
