My husband and I will use our phones on the Tube for the tap and go option, but plan on buying Oyster cards for our 3 kids (ages 13-16). We'd like to get the youth discount for our kids, but is this only possible with a ticketing agent? Does anyone know their regular open hours? We arrive at 6am to Heathrow, so I'm guessing we'll just have to pay full price in order to get into the city for all 5 of us...

Yes I think you’re correct. You have to take their ID to a ticket counter to get the visitor discount applied to an Oyster card. They’ll need one each.

I imagine the ticket offices will be open when you get through Immigration.

You buy a normal Oyster card at the ticket machines at any of the Heathrow Tube Stations (not the Elizabeth Line stations) at any time of the day. Then ask any member of gateline staff to add the discount which they do via a special staff screen on the ticket machines.
The same process as adding a Senior Railcard or Disabled Railcard discount to an Oyster.
There are no longer staffed booking offices at any TfL station, and the Visitor Centre at Heathrow T2/3 tube station does not open until 9am.
But if you have problems buying the Oyster just ask gateline staff for assistance.
