My husband and I will be in London for two days and would really love to visit Rules. That being said, we are really just interested in experiencing the overall ambiance of their beautiful dining room. Would they frown upon us just ordering dessert and drinks? We're looking at making a reservation for 10 pm on a Saturday night.
Why not contact them and ask? Personally, I would never have the nerve to do such a thing. I was taken to dinner at Rule’s once and it was grand. So was the darling man who took me there.
No harm to ask but I would be surprised if they would give up a table that isn't going to be used for a dinner service.

If the restaurant does not allow you to have desert and drinks at the table, see if they have a bar area and have a drink at the bar. You will still be able to see the resturant and still be able to go.
Rules does have a lovely cocktail bar upstairs, that's a good idea!
Unfortunately, Rules have a minimum requirement of at least a main course for dining in the main restaurant. You can have drinks in their Winter Garden without reservations, but they do not serve desserts in this area.
