I’m planning a trip to London with my college-aged granddaughter in March, 2026 but since our new administration has changed so many rules, I need to know if the souvenirs we buy during our travels will be subject to charges upon our return to the United States.

Unless the value is over $800, you don’t have to declare it.
As Mardee wrote, there really hasn't been any changes to individuals bringing back goods for non-commercial use.
