I’m more adventurous than my travel partner when it comes to lodging. We’re both active Baby Boomers. For hotel accommodations she’s more comfortable with basic US hotel amenities; i.e. space, modern, A/C, elevators, full private bath, etc. We both love boutique size hotels and a great value for 7 day stay @ $2200 or less in July. Suggestions please?
I enjoyed a 10 day stay at the Nadler Kensington a few years ago. Their rooms include a mini-kitchen (fridge, microwave, sink, dishes, cutlery), and the hotel doesn't have its own restaurant - which I'm fine with. It's air conditioned, with a lift, but still a boutique sized hotel. When I was there the front desk staff service was excellent and pleasant. Nice modern bathrooms, not luxurious or huge rooms - but you're not going to get big American-sized hotel rooms in London on a modest budget, IMO. There are now a couple of other Nadler hotels in London, and I've noted the Nadler Victoria on my wish list for a future trip.
It's hard to discuss hotels without mentioning what area they are in. The Nadler Kensington is a couple of long blocks' walk from the Earl's Court tube station which is an excellent connection point for getting around to see all the tourist sites. Earls' Court Road has lots of shops and restaurants. Not all posh and high-end, but decent, which is fine with me. (If you're all into posh shopping and dining, I'm not your girl for info, lol.)
There are several great areas of London where you could stay, including Bloomsbury, Covent Garden, Soho, Victoria - and more. Have you looked into that at all?
The a/c requirement will be somewhat limiting, when combined with the budget price range. I would insist on a/c if traveling in mid-summer, but it's not necessary for much of the year in London. If yours is not a summer trip, relaxing that requirement will either save you considerable money or allow you to get a better location/more charming place in your price range.

The Hub by Premier Inn in Fitzrovia has everything on you wish list, except space. I stayed in their Bigger room in April and just stayed in their Standard room last week.

Their Bigger rooms may work for you and your sister, if you each get one (don't try sharing one if you want space, and their Standard rooms will definitely be too small). If you have trouble booking a "bigger" room on their website, use their app (a tip I got from the hotel).
If the Hub rooms are too small, look at Premier Inns. I don't know if they all have A/C, but the rooms are larger than in the Hub by Premier Inn places; the prices are a bit higher, but not exorbitant.
As an aside, I enjoyed my last two trips to London far more than previous ones, and I think part of it was having a nice modern hotel to return "home" to. Furthermore, if you want to "meet the locals," you can't do better than the breakfast room of a Hub or Premier Inn - that's where lots of British people stay when they're traveling within their own country.

I also included time of year, July, which I failed to mention initially.
The problem with giving your budget in dollars is that you will be paying in Pounds Sterling. $1500/7= $214 ($US) per night. But between now and July anything could happen to the exchange rate between dollars and pounds. Brexit might happen and the pound may shoot up. Or fall through the floor. Trump may be impeached and the dollar may shoot up. Or fall through the floor. Nobody knows, but what I do know is that there is plenty of uncertainty.
Right now, that's about £160 - a little light for London.
It is unlikely that the price will change a lot but what you have to pay for that may well.
Motel One is a small 'budget design' chain out of Germany and seems to check all the boxes, provide you're okay with sharing a bed:

I have stayed a couple of times in Ibis Blackfriars and found it very good. First time it was so new that the cab driver didn't know it :-)
In London I always stay in a B&B in Kings Cross, whether I go in the summer or last fall. Some are all right, a few are very nice. As for the usual US amenities, keep in mind the more of them you want or require, the more you pay. Two basic common characteristics of B&Bs....no AC and no elevators, aside from no real space.
The Kings Cross/St Pancras area is super convenient, eg, to LHR or Gatwick, EuroStar, Cambridge, Buckingham Palace, British Library, British Museum, etc.
The Ibis hotels in London are hit or miss on air conditioning. Among those that do have it and seem reasonably priced for next July, I'd have a look at ibis Styles London Gloucester Road Hotel and ibis Styles London Kensington Hotel, both of which put you close to the Victoria & Albert museum area. (Gloucester is a slightly better location)
We recently stayed at St James Court Taj Hotel and found the location to be very convenient. The hotel was also very nice.
I spend 2-3 months a year at the Nadler Kensington. I left last Saturday and will be back for a month in November.
Look at a standard room or higher for comfort.

The Conrad St. James is a sizeable hotel but feels like a boutique hotel due to the layout and the nice sized rooms. If you have a Chase Sapphire card you can get a good price, an upgrade, as well as other perks. I normally would not be able to stay in this hotel but with my card I stayed for 4 nights and I thought it was incredibly luxurious and the personal service was amazing. Excellent breakfast. Has everything you require.
