Yes to both. LInes are long.
If you are going to the Churchill War Rooms, you may also enjoy the Imperial War Museum which has recreations of WWI Trenches and London Bombing in WWII; etc.
I was there in May and lines were long for both. We bought tickets ahead of time online.
Same for Windsor Castle.
Let’s make this as simple as possible for you so you can visually see how close the iconic sites of London are.
Take a moment to do this as it will help you understand the city you intend to visit.
Use Google Maps Satellite images. Type in, Big Ben London.
Zoom out a little and you will see that within walking distance are: Houses of Parliament, Westminster bridge, the London Eye, Westminster Abbey, Churchill War Rooms, the Horseguards, St James Park, Buckingham Palace, Green, Park, Piccadilly Circus, Trafalgar Square, Covent Garden.
Please remember Elizabeth’s Tower where Big Ben (the bell) is under scaffolding till 2020.
And YES make advance online ticket purchases for Westminster Abbey, Churchill War Rooms, Tower of London.
You might want to consider going to the War Rooms first thing in the morning to limit the crowds as much as you can.

The Churchill War Rooms will take at least a couple of hours to visit (depending on your level of interest). As I recall, the tickets aren't "cheap" so be sure to get your money's worth!
If you're planning to also visit the Imperial War Museum, I'd suggest planning at least four hours for that, as it's HUGE and covers about five floors. If you have time whilst in London, there's also HMS Belfast, which is also part of the IWM.
