Hi, someone asked a similar question recently so maybe that advice will help you too, as the area they were asking about, Trafalgar Square, is a 10-min walk from Covent Garden.

The Fielding Hotel has rooms with two twin beds according to their website.
"You have the option of choosing a double or twin. A twin are two separate single beds for two people only.
All rooms are equipped with Internet, digital television, air conditioning and tea & coffee making facilities. "
I have stayed there but in a single room. Very close to Covent Garden. Not sure if it meets your budget requirement as I don't know when you will be there.

What kind of dollar are you using? GBP is the currency hotels will be priced in.
