Cash exchange machines are one of the worst ways to get Euros in Europe.
As long as it’s a bank ATM at the airport & not Travelex, yes it typically is. In addition, your bank may have reciprocity with one or more of the local banks where you travel & thus any fees like currency conversion could be waived.
I have yet to see an ATM machine at Heathrow that is not Travelex. I wouldn't waste your time looking for one.
Use your card to pay for your transport to your first location and look for a bank ATM there. You will probably not need as much cash as you might think. Most transactions are done by card in the UK these days (at least for tourists).
tapping a card on or near a reader is the way the vast bulk of transactions happen in the UK now.
You will perhaps find that you need little or no cash money.
Some people pay for some things in cash, and Americans tip very heavily so may want cash for that.

In the past two years, the only time I've used cash is twice to get a haircut (they didn't take credit cards) and twice in a taxi (they also didn't take credit cards.) Both in Scotland.
Other than that, it's credit cards and mostly contactless. I did have to use an ATM in Scotland a few months ago to get cash to pay for the above.

Just use a cash point from a main bank on the street, or go into a Post Office. You really need a minimal amount of cash though
If you are asking, then its sounds like you are entering something new for you and if that's the case and if you are going to be more comfortable with some cash un your pocket, then ho ahead and use the airport ATM and pull out 50 or whatever makes you comfortable. The 5 dollar fee, or whatever it ends up being, will not bust your budget. Then try going cashless and see how it works for you. I always feel better with a little cash. The idea is to enjoy the trip, nothing else matters.
We were in London for 6 days last year and never used cash. I even paid for a trip to the loo via credit card.
The best way to get local currency, in my opinion, is to have it in hand before you leave the U.S.
If you wait until arrival, there is the inconvenience of having to find a machine, waiting to access it, the stress of hoping it works (they do occasionally malfunction and / or run out of currency), and perhaps doing all that while somewhat jet lagged. Getting two or three hundred of the local currency beforehand from the local bank will cost a little more, but the amount it cost to have money in hand when arriving is money well spent.
And the cost relative to the overall cost of the trip is very minor.
So far as using only credit / debit cards is concerned, there are times when technology fails. It's happened to use several times, and we were glad we had cash with us.
No matter what you do, check with your bank and credit card companies to see if you need to put a travel alert on your account(s). They may see a foreign transaction, suspect fraud, and shut down access to your credit / debit and ATM cards. Some banks require it, some don't, and some waiver back and forth because they are so big not every one at the bank knows what they are doing.
I will just add that all machines at Heathrow (last I knew anyway) are operated by Travelex. There are Travelex ATMs, and then near their exchange booths, are automated exchange machines.
You can use the Travelex ATMs, just decline the DCC offer, and it will cost you no more than any other ATM (unless they have added a use fee lately).
If getting UK currency at home before the trip, don't overdo it. If you don't spend it all, you'll have to pay a substantial fee to change it back (unless you want to keep it for a later trip).
Last November I needed cash for a vendor on Portobello market. Apart from that everything was by card.
Cash may be convenient for beggars and buskers.
I go to a lot of museums. Quite a few are free/donation-requested, and often there's a sign indicating a £1 or £2 charge for a map of the museum. Those museum contribution boxes are where I spend most of my UK currency and £1 coins. I haven't paid attention to whether there's a way to make those payments quickly and electronically.
