I'm comparing prices for a rental car in England (I live in the US). I've looked at Enterprise, Avis and Hertz. Out of the 3, only Enterprise lists a charge for VAT. Is it possible the others won't charge me for VAT, or will it just show up as an additional charge once I get there?
They will all charge you VAT, and it should be included in the quoted price, not an add-on extra.
Not including VAT in a price (not just car rental, on anything) is contrary to consumer protection laws. Even if it doesn't say "including VAT", it will be.
May I ask in which cities you are picking up or dropping off your car? We are picking up in Winchester and dropping off a few days later in Oxford, and the only company I can find for those cities is Enterprise.

You're only seeing Enterprise because Enterprise is the only major car rental company serving Winchester. You'll see a couple of local car and van rental companies but they won't be what you're looking for and certainly won't allow you to drop off at Oxford.

I used Easirent UK. They will pick you up at the airport, and take you to the rental place located just north of Heathrow (5 Minute Bus Ride).
The fees are somewhat fuzzy until you really dig in and question them.
I now arrive with the car paid, minus a 95 Pound returnable fuel fee. (I Pay that when I arrive)
I get a 7 seater Ford Galaxy or Citroen C4 Grand Picasso with Zero Excess (Meaning full coverage on the car, windshield, and tires with no hold on the credit card) For around 360 pounds for the week. Not a bad deal compared to some other places I have checked.
You can drop off at Gatwick as well, and they will shuttle you to the airport.
