Best place would be one that is convenient to you, and a company which has a location close to where you will be in York.
All the majors are in both.

We used Enterprise in Bath. Dropped off at Gatwick, but they also have a branch in York you can drop off. Enterprise will pick you up at your hotel in Bath if you call the day before.
