You wouldn’t want to rent a car in London. Best and easiest would be to rent one at Heathrow or take the train to a location outside of London to rent one.

A "car hire" in the UK means a self drive, what you're looking for is (apparently) a car service or a taxi.

Perhaps you could give a bit more details of your requirements?
Is it to go from the airport to your hotel? Do you have lots of luggage? Are you young, old?
Is it to go from your hotel to some tourist site? Which hotel? which site?
Is it to go outside London? Where?
