We are traveling from London by train on Aug. 26, a bank holiday. We need to rent a car in York, Thirsk or Northallerton. Hertz and Eurocar offices in those towns are closed. How can we rent a car for pick up on a bank holiday?
Try Leeds Bradford Airport or change your plans and pick up on the Tuesday.
Only problem with picking up from Leeds & Bradford Airport on a Bank Holiday will be that the airport, not the easiest to access by public transport (although not impossible to be fair) will be even more difficult to get to due to reduced services on the holiday.
I suppose push come to shove you could probably rail to Leeds from York and then either catch the airport bus if running or as a last resort take a taxi there from the railway station. There’s no rail link to the airport as it stands until the mid 2020’s at the earliest but at least they are now talking about one (a half baked one, but at least it’s under discussion along with - or against - a load of stupid road schemes).

What time does your train arrive? I tried both Europcar and autoeurope, and could book a car to pickup in York, up to around 2 pm on August 26. Maybe this is a glitch on both their websites, but worth checking out with a call. Is it possible to modify your train booking to arrive before 2 pm?
A few years ago we rented through Eurocar in Caen, France to pick up on a Sunday, and then found out the office was closed that day. But they made arrangements for us to get the keys from a hotel near by. It worked fine (except we had to wander to locate the car). Perhaps they make the same arrangements if you pick up a car on a bank holiday.
