Can I pay for a taxi with cash and/or a credit card?

And it depends where in England you are.
And whether paying by card means contactless.
Where I mostly use taxis - not London - about half have contactless, about half don't. All of them allow you to pay by card via their "app".

Someone just suggested Lime as a form of transportation. Is Lime available in London and Oxford?

As previously mentioned, you'll probably find that in some cases the credit card terminal in the Black Cab is "out of service" on a regular basis. That's been my experience. You may not want to carry cash at all, but I think it would be prudent to have some at hand, at least enough to cover a cab ride.

In London it is a condition of a taxi driver's licence that payment must be accepted by debit or credit card, using a device approved by TfL, located in the passenger compartment of the cab. Any driver who claims he cannot accept cards is driving an unfit cab. and this matter should be reported to TfL compliance (only if the fault had already been reported and a fix scheduled will enable the driver to get a pass, and not even then if the taxi is rented). Strangely if you mention you know this it is quite likely the card machine will suddenly start working again.

There is no such licence requirement in Oxford although if pre-booking you can request it, or as said earlier use the app.

Great information everyone.

I didn't realize there was an app for Black Taxi. I will look that up. Also great to know that they are supposed to have an operational machine for credit and debit cards.

You will probably be able to find a taxi that takes cards, most do.
I don't think you will be able to totally do without cash. Some small purchases still require it. What is your objection to carrying cash?
