You can only tour Buckingham Palace in August and September, though you might be able to tour the Mews. Kensington Palace is available to tour all year.
The areas of Kensington Palace lived in currently by the royals (William, Harry, etc.) and the Diana residential areas, these are not open to the public.
Rick describes what is open to the public in his London book:
Queen Victoria's rooms, before she became queen and moved to Buckingham Palace;
Some William and Mary areas;
Some historical areas associated with some of the four King George's.
Friendly Explainers, some in period costumes. A cafe with light food, beer and wine.
Pleasant, I enjoyed it. Was worth an hour or two, including the cafe.
But don't expect Buckingham Palace.
I've been to Kensington Palace (for free) and don't think it's worth it unless you have a special interest in those items listed above. ^^
I agree with Douglas. Was rather disappointed.
