Why was this city removed from the current Rick Steves guidebook?
Why was it ever there in the first place?
It may have been a popular summer seaside resort with visitors from northern England before people could afford to go to Spain(or to southern England), a lot less so now. But I cannot seeing it as having attractions for foreign visitors.
P.S. Blackpool is a town, not a city.
Rick's England book (900 pages) includes several destinations that are not in the Great Britain book (1100 p). These include Blackpool and many stops along the south coast. The same is true of the new Scotland book (500 p.), now on the shelves. So if you want maximum coverage nowadays, you can get it from the two smaller books.
Rick's coverage starts off with acknowledging the same thing that Chris said. See a synopsis of his thoughts in this article: https://www.ricksteves.com/watch-read-listen/read/articles/blackpool-britains-coney-island.
