It depends where in central London you want to go. We take the Piccadilly tube line from the airport to our destination. Believe the tube is the most cost effective. As you get closer in you may need that change to another line depending on you destination. There’s also a National Express bus you can take.

Depends some on where you are going, but the cheapest is to take the underground, Heathrow is way at the end of the Piccadilly Line, so just a bit over 6 GBP per person.

I always found the ride pleasant and I do not have a great deal of luggage. Being the end of the line, you will always get a seat.

It can be a bit of an issue to change trains at some stops (stairs, long walks) so your mobility is something to consider.

There is also an express train that goes to Paddington Station, OK if you are staying that way, but double the cost.

Taxi is always an option, but you are looking at 50 GBP minimum, up to 100 GBP

With advance purchase Heathrow Express is 5.50 pounds so not necessarily more expensive than tube.

True, as long as you are staying within walking distance, but to get where you are really going then takes either the Tube or Taxi.

London is a big place, even just within Zone 1 is a big place.

Tell us what "Central London" means to you and we can give you a specific answer...

I am going to step out on a limb here and say “best” and “cost effective” aren’t always the same thing, especially for different people with a variety of needs.

Three main ways to get to London.
1. Car service or taxi. This is the most expensive, but can make sense for a larger group, those who have difficulty managing their luggage, or are simply exhausted after travel.
2. Train. An express version called Heathrow Express or regular train. Cost varies depending on when you purchase tickets and can be as low as 5.50 a person. This takes you to Paddington Station where you can take the tube or a cab the rest of the way.
3. Tube. You take the Tube into London. This may involve some transfers depending on the location of your hotel. This will usually work out to be the least expensive and may take longer depending on final destination.

I usually do Heathrow Express/taxi on arrival, and tube/Heathrow Express on return. Everyone simply needs to pick the method that seems to meet their needs best.

I am heading to London on Thursday and this trip I will use the tube as my hotel is right across the street from the Gloucester Rd station…on the Piccadilly line so no changes. Other trips I stayed in Bayswater and thus the Heathrow Express was perfect, 10 minute walk to my hotel.

That's Transport for London, a government site. It will plan your jaunts around the London area, including prices. Plug in your airport and hotel and it will show your choices.
To compare, Google Maps perform a similar function although less clear about costs

"Carol now retired" has given you excellent advice on the various options. The best choice depends on how much luggage you have, your physical state on arrival (tired? iffy knees?), your arrival time, and your budget. We have used all of the options on various trips. Tube was OK on a Sunday morning, but I would not choose it on a crowded work day. There's very little room to keep your luggage nearby.

Cabs are slow and expensive. especially if traffic is heavy, but sometimes you get the plus of a chatty and informative driver. Price is the same for one person or a small group.

If you plan way in advance, the Heathrow Express is quick and cheap, even if you still need a cab (probably about another 10-15 pounds) to reach your hotel. That's what we chose for our upcoming trip.

The cash fare is £6.30 if you buy a paper ticket

For anyone that is considering Heathrow Express, note that their fare prices are available as £, $, and €. Besure to check their dollar fare price because it may be a better fare than if purchased in £ and converted through your own bank.

The current fare for August 15 is £5.50, which at the current exchange rate is $7.17 and at the current bank rate such as Wells Fargo is $7.51. However, the Heathrow Express dollar fare price is $6.99.

Be aware there are both Heathrow Express and regular Tfl Rail trains (as mentioned by Carol now retired) available from Heathrow to Paddington. It took me quite a long time to realize there was a Tfl train option to the Heathrow Express because even on the Tfl web site the Heathrow Express always came up first as the train option. From what I read the Tfl rail is slower, but only by about 10-15 minutes, because it has stops as opposed to the non-stop Heathrow Express. However, it is quite a bit less expensive if you happen to miss the 90-day advance purchase window for discounts on the Express. We are going to try the Tfl train for our trip into London this coming June, unless someone responds that it's a bad idea. We'll have luggage and think it'll be easier on the train than on the Tube or bus - so, for convenience and comfort, we're paying a bit more than the cost of the Tube or bus, but less than the full price Express. After that it'll be all Tube and bus for the rest of our stay.

Don't you love it when people never come back to answer your questions.
