If you mean the former then you can visit. If the latter probably not...
It is a Bank Holiday.
All that means is that the Banks are closed, and it is the last extra day of vacation of the summer for many Brits. The last weekend before the Schools start back, after the 6 week summer holidays.
Everything else except the Banks is open. No reason at all not to visit London.
Outside the big cities bus services are on Sunday timetables. In London trains are on Saturday timetables, in the provinces they are on normal weekday timetables. You will likely find a lot of railway engineering happening.

But if you want Bank Holidays Google UK Bank Holidays for a list. Remember they are not necessarily the same in all UK countries.
The only places that won't open are pubs and sandwich shops and other businesses which rely on workers lunchtime trade in the 'square mile'- the City of London. The same places as don't open at the weekend.
Think of "Monday" holidays in the U.S--Presidents Day, Memorial Day, Labor Day. They have a meaning but the only thing to really close are government offices, banks and some business offices. Stores, restaurants, tourist sites are usually open.
