Ok if I’m leaving Istanbul to head back to Toronto Canada on a plane if there’s a layover in London England do I have to pay an APD
As far as I’m aware there is no APD, but if this is on two separate tickets or an overnight stay and you therefore need to pass through UK immigration then you may need either an ETA if you qualify or a transit visa if not.
If the flights are all on one ticket and it is not an overnight stay then you can transfer airside and the above will not apply.
Yeah it’s just an hour and 50 minute layover

And another possible issue - which airport? If it’s Gatwick you will definitely need an ETA. If Heathrow on one ticket you should be OK without.
Taking APD = Air Passenger Duty, this is not payable on a true connecting flight (one ticket) where the layover is less than 24 hours. Above 24 hours the flight segment out of the UK is considered to originate there and itinerary after that is liable for APD, as would any two-ticket arrangement. APD is included in the total airfare and not something you have to pay separately yourself at the airport.
