We have a 7 hour layover in Heathrow airport December 3rd. Would that provide enough time to get a taxi to Windsor for a 2-3 hours and then return to Heathrow 3-4 hours prior to our flight to Budapest?
December 3rd is a Wednesday, and the castle is closed on Tuesday and Wednesday.
If you opt out of Windsor because the castle is closed; you could also spend a few hours strolling around Richmond. It's quaint and charming-Richmond Park, Kew Gardens, stroll along the Thames. (Weather permitting).

Will your bags be tagged through to Budapest, so that you will have only carry on bags?
You will be entering the UK, so it could take up to about an hour to get through immigration ( but it could be more or less). Getting back to Heathrow 2 hours prior to the Budapest flight should be ok.
Yes, we will only have carry on with us. Thank you for the info. Are there any other areas you recommend near Heathrow? Is visiting around Heathrow worth wile or would you recommend Richmond or both?
As a back up plan you may want to check out what lounges you might get a day pass to.
December weather can mess up flight schedules or be such that 'wandering around' may not be pleasant.
You could end up with less time than the schedule now appears to give you.
A hot shower to freshen up could be a nice way to spend the time.
