After we complete our RS tour in Vienna, we're heading back to London and we're looking for suggestions on where to stay with that short amount of time. We plan to explore with the Underground, but are looking for the best suggestions for a home base. Prefer something with local charm, not chains. Thank you!
So interpreting your statement you want a place to stay in London that is not a chain like Premiere Inns.

We don’t, and never have, used Euros in the U.K. The top end of your budget is £150, which should be okay for a cheap hotel in London.
In addition to above, look at Arosfa Hotel in Gower Street.
As mentioned, that is very much the low end of the price range, so rooms will be very small and the hotels basic. That said, you will find charm! Many hotels in this range are converted Victorian terraces.

The Kingsley (Holborn) - a bit more expensive but good value overall
They're all good hotels, excellent locations with good service, but be aware that they are by no means luxurious. You will find many other options in Paddington and Bayswater particularly.
There wil also probably be no elevator.
