We will be in England for two weeks in September, based in St. Albans. We would like to hire a driver for a 1-day tour of the Costwolds, perhaps 9 hours. For example, the driver would pick us up in St. Albans at 9:00am and bring us back at 6:00pm. We want to make sure that the weather will be good the day of our tour; so we don't want to book more than a day or so in advance. Please let us know how we might go about making such arrangements.

I have no personal experience with this, but consider that most car services are based in London, so you would likely be charged for travel time and mileage from London to St. Albans to your desired Cotswolds destinations and back.
