Happens ever so often, trees grow, branches gain leaves in the spring and summer and hang down with the extra weight. They do periodic checks on scheduled bus routes, but no so often on other streets.
That one was on a road with scheduled buses as well. I've noticed that there are quite a few dangerously large branches that have been allowed to grow into road space in central London, I suspect it's down to councils being short of money and cutting back on lopping them. This incident might lead to a bit of a flurry of activity.

Lucky they were only "non-life threatening" injuries. Maybe this will spur the authorities into action and get them to do some more thorough checks..
