I have seen Best Western listed near Victoria. Has any one checked them out? Have always stayed at the Ibis hotel near Euston Station, but their prices have gone up and my budget has gone down.

No. I almost stayed at the Best Western Mornington near Paddington one time but ended up elsewhere. Looked like a decent hotel based on reviews and look of lobby, etc. So sorry, no experience with the BW you're considering. I'm sure Trip Advisor reviews of it will be fairly accurate if you check them out.
