My favorite is Premier Inn Waterloo or Premier Inn County Hall for location and value.
These are not "quaint" or "character-filled, boutique" hotels. They are clean and usually a good value. Many locations across London.

Premier Inns are fine. County Hall and Waterloo ones most popular because of their locations.

The one near Victoria Station is also well situated.
