Many people gather at Rådhuspladsen, Copenhagens City Hall Square to ring in the new year.
I don't know much about where to eat for new years, but lot's of restaurants offer new years menus. I'm sure reservations are a good idea. Another poster considered Tivoli for new years, they have a christmas market that's still open, all the restaurants are as well and there is a fireworks festival at 23.00. Tivoli is right next to the City Hall Square.
