Yes, it will. You select when the validity period start when you make the purchase in the app.

To clarity, if you select "2 adults" when making the purchase, it doesn't issue 2 different City Pass Smalls. Rather, it issues 1 City Pass Small valid for 2 adults instead of just 1 adult (the price is the same as buying two individual 1 adult City Pass Small).
