Using the DOT app. it looks like I can buy multiple city passes. So if I buy 2, will they start at same time and this is valid for wife and I?

Yes, it will. You select when the validity period start when you make the purchase in the app.

To clarity, if you select "2 adults" when making the purchase, it doesn't issue 2 different City Pass Smalls. Rather, it issues 1 City Pass Small valid for 2 adults instead of just 1 adult (the price is the same as buying two individual 1 adult City Pass Small).
