Is it possible to take the train or bus from Prague to Dresden and visit Terezin Memorial on the way? What would one do with luggage?

I don't know about bus connections, but it is not well possible with the train. Terezin has no railway station. It lies a couple of kilometres south of Litomerice, which is not on the main Prague to Dresden line and would involve a change of trains both getting there and continuing your journey. You could, however, make it a (half-)day trip from Prague: Litomerice has a beautiful historical centre, and the walk to Terezin, along a foot-cum-bicycle track following the small river, is pleasant.
