Yep! I used Uber in Zagreb last summer to get to and from the airport, and around the city a few times. Public transportation there is also a great option and very easy to use.

Not all the tram lines run on holidays; found that out the hard way. I'm not sure what the situation is on Sunday. But the network is very good.

The tram is incredibly cheap - 4 K (about 60c) for a ride. Uber promotes excessive use of cars. There is an inexpensive bus that runs from the airport to the bus station. The bus station has trams that stop, which then go to the main train station. I'd use that.
