There are few towns along the coast where one could not swim, could you help narrow it down with other parts of your plans?

We too are big beach people and have made Croatian beach towns a stop on the last four European summer journeys. Now, with that said, think pebbles not sand.
Rovinj - surrounding area beaches within bike/walking distance and 20 minute boat ride to Red Island.
Opatija - fun classy town with several swimming beaches.
Primosten was a find last year. We really enjoyed that town and great beach vibe. Only an hour north of Split by bus.
Bol on Brac - Zlatni Rat beach!
Hvar Town beaches and nearby islands - Jerolim & Mlini Beach
Korcula has Somme great swimming and kayak tours.
Croatia consistently ranks top in Europe for clear clean water.
Have fun.

Bring water shoes. The rocks hurt. Been there, done that. The survey was done by an EU commission so I doubt it included non-EU countries.

Of the places I’ve been, Rovijn was hands-down the best swimming. The couple spots in the old town are fun, and it kind of just gets better as you get onto the Golden Cape. Red Island was terrific, basically had a whole beach to myself. Pretty universally the shoreline had nice flat areas that dropped off to a comfortable depth for diving. Lots of fish and snorkeling even in busy areas, and nary a sea urchin which the Dalmatian coast seems full of.

Dubrovnik maybe doesn’t get enough credit in this department. The scene at Buza bar was a favorite, there’s great spots on Lokrum, and Cavtat had some terrific spots as well. It’s a plus because getting out of Dubrovnik proper during peak hours is kind of the ideal situation.
